State Senator Florence Shapiro and Representative Rob Eissler, R-The Woodlands, initially filed Senate Bill 3 and House Bill 3 on March 5, 2009.

Given the economy and its impact on governments' coffers, it should come as no surprise arts funding in most states is expected to decline - or at best remain flat - for fiscal 2010.

But Texas is bucking the national trend, with the Legislature awarding the Texas Commission for the Arts a sharp increase in its budget for fiscal 2010 and 2011, although the reason behind the spike is ironic.

If Texas were its own country (this thought usually goes over real well in most parts of the state), we would have the highest gross domestic product per person in the world right now.
Most Texans think that is the way it should be and I couldn't agree more.

Based on the latest U.S. Department of Commerce estimates for 2007 and in direct comparison with the United States, United Kingdom, France and Canada, Texas tops the charts at No. 1 in productivity per person.

That's the good news.

The troubling news, however, is that when comparing the rate of growth in GDP per person since 1980, we're tied for 10th with France.

And, as you may suspect, China and India are outpacing us. Unfortunately, so are Brazil, Spain and Italy.

State Sen. Florence Shapiro and State Rep. Rob Eissler have prepared bills that are on the right track to equipping our students, and our economy, to continue being powerhouses of productivity.
